Urodzony i wychowany w Wirginii, skończył politologię na Virginia Commonwealth University oraz prawo w University of Virginia School of Law, po czym podjął praktykę prawniczą w Waszyngtonie. Jest też znanym filantropem. Sławę przyniósł mu debiutancki thriller Władza absolutna, sprzedany w ponad dwumilionowym nakładzie i sfilmowany przez Clinta Eastwooda.
